Mr. Rees, To ask the Under-Secretary of State for the Colonies whether the Colonial Office has received any protest from British merchants at Hong Kong against efforts which are being made by the provincial authorities at Canton to tax foreign raw opium without regard to treaty provisions in this behalf.

The Secretary of State for the Colonies has received no direct protests from British merchants, but protests have been addressed by the Chamber of Commerce to the Foreign Office and to His Majesty's chargé d'affaires at Peking. The matter is receiving the attention of His Majesty's Government.
